Support for compressed RINEX

Often RINEX observations are posted to Internet archives in one of two compressed formats. Sometimes the obs file is simply compressed using gzip or compress. Often the file is compressed using the "CRINEX" standard, also known as Hatanaka compression. It would be nice if the GPSTk RINEX classes could transparently handle both Hatanaka and gzip compressions.
