SINEX support in library and apps

This suggestion comes from Mike Craymer of GPS World. "It might also be useful if a future release would output positions in SINEX format together with metadata." I suggest SINEX file support, for reading and writing. Also certain applications would benefit from SINEX input--such as reszilla. Also rinexpvt results could be used to create a basic SINEX file.

It is good idea! Now SINEX is a standard for solution format and any GPS procesing software should be able make output SINEX.
