Use of parity bits when building EngEphemeris

It has been reported (not verified) that the routines in gpstk::EngEphemeris do not check the parity bits when and gpstk::EngEphemeris is being built frame by frame. This kind of checking would be useful for software receivers as in that case you don't have a receiver that checks parity in the hardware.
