Question

After installing PCRE from http://sourceforge.net/project/showfiles.php?group_id=23617&package_id=26189&release_id=498569 i can't find regex.c anywhere(see steps 8 and 9 for builder under Visual Studio 200X). Any ideas?

regex.c is not needed. This provides the header files and a link library that already has a compiled version of the code. That is why the install instructions have you putting the .h in the include path and the .lib in the library path. Those steps are wrong and were when you had regex distributed with the GPSTk. The easiest way to get this to build is to use jam.
